New Delhi, Aug 23 (PTI) The Delhi government has sought public comments on its draft scheme which aims to reduce intra-city travel by private vehicles by providing people with a premium air-conditioned bus service and reducing pollution.

The government has asked for suggestions by September 8 on Delhi’s draft motor vehicle licensing scheme for aggregators (premium buses).

According to the plan, aggregators will have to pay a one-time fee of Rs one lakh, but for electric buses, license sensation will be exempted to promote clean transport options.

The license will be valid for a period of five years, he said.

Under the program, each aggregator must maintain a fleet of at least 50 premium buses and will be allowed to have dynamic pricing, “above the DTC AC bus peak fare threshold.”

The aggregator will need to search for passengers only through a web or mobile application, and no physical tickets will be issued.

The draft scheme states that before a journey begins, the aggregator must publish vehicle, driver and staff details and a “passenger manifesto” for the journey. Further bookings and additions to the passenger list will only be permitted if made 10 minutes before boarding time, it said.

The passenger manifest will only contain the name, gender and age of the passenger and not their first name.

The aggregator will also have to provide a mechanism to file complaints on its app and also post the grievance redress mechanism inside the bus in a prominent place, according to the draft.

The app will also have a panic button on its app for female passengers. The program also states that no trips will be canceled after accepting a passenger’s rental fee, “barring and excepting in cases of force majeure”, after which they must either provide an alternative vehicle or refund the transportation costs. , did he declare.

The program requires that CNG buses operated by aggregators should be no more than three years old.

Depending on the project, all buses will be air-conditioned, CNG or electric buses to BS-VI standard.

All buses introduced under this program after Jan. 1, 2024 will be electric-only, he said.

The aggregator will need to provide proof of adequate overnight parking space for all buses, as they will not be permitted to park vehicles in public spaces.

Buses inducted under the scheme will have to follow a uniform color code decided by the Delhi government and will feature the government logo as well as the aggregator to reflect the partnership between the two, he said.

The aggregator will also have the freedom to sell the advertising space inside the deployed buses to earn additional revenue, after getting approval and sharing the revenue with the Municipal Corporation of Delhi in accordance with the relevant laws, a- he declared.

They will also be allowed to advertise the premium bus program inside the bus without paying fees to the Department of Transportation or MCD, the draft program says.

Establishing the eligibility criterion for aggregators, he said applicants must have a minimum fleet of 200 passenger buses or 2,000 passenger cars.
